The Maritime and Coastguard Agency (MCA) has released a brand-new edition of the mandated code of safe working practices (COSWP).

What’s new?

The code has undergone a comprehensive redesign and modernisation process aimed at improving its structure, ensure consistency, and simplify its language. The use of recurring design features will facilitate quicker reference and enhance overall clarity and ease of understanding. One notable change is the transition of the physical format from loose-leaf to bound. This shift is intended to enhance the end-user experience, eliminate the need for annual manual updates, and provide a more cost-effective and sustainable solution. Industry played a central role throughout the review process. Industry focus groups, representing diverse user groups, were convened to assess concepts of design and address feedback. Further engagement on the proposed adaptation was made with industry through holding a stakeholder engagement exercise. This collaboration between MCA and industry effort led to collective agreement on actions required to reform the code into a new edition.

COSWP is a comprehensive set of guidelines and best practices designed to ensure the safety and health of seafarers working on merchant vessels. It provides practical guidance on safe working practices and procedures to be followed on board ships to minimise risks and prevent accidents. It is a statutory requirement for the current edition of the code to be carried on board all UK ships, other than fishing vessels and pleasure craft. The code contains essential health and safety information, and it must be made available to any seafarer on board the ship who requests it.

The Maritime and Coastguard Agency (MCA) has released its brand-new addition to the Code of Practice series which aims to provide guidance and interpretation of the requirements in order to comply with the regulations.

Hearing damage caused by exposure to noise at work is permanent and incurable. Many seafarers are exposed to noise levels at work that may be harmful. This MCA Code of Practice helps designers, builders, owners and managers of ships comply with the Merchant Shipping and Fishing Vessels (Control of Noise at Work) Regulations 2007. Based on HSE guidance relating to the Control of Noise at Work Regulations 2005, it has been updated in line with changes to related legislation, technical advances and experience. It covers:

1.      Legal duties of employers

2.      Control of risks from noise

3.      Practical examples of noise control

4.      Hearing protection

5.      Health surveillance

6.      Selecting quieter equipment

The relevant text from the Noise Regulations is set out in full with practical guidance underneath. Key points and warnings are highlighted, together with case studies and worked examples.If employers comply with the Noise Regulations and follow the Maritime and Coastguard Agency’s guidance,employees are unlikely to develop advanced (disabling) stages of hearing damage.

Those primarily affected by noise regulations will be operators and managers of ships and fishing vessels and other marine craft, including yachts, work boats, etc. registered in the UK on which workers are employed.

This guidance is also aimed at people who advise employers, such as health and safety professionals, noise specialists and occupational health professionals.
